The European Union resident card (Zezwolenie na pobyt rezydenta długoterminowego UE) is an indefinite residence permit for foreigners who have been legally residing in Poland for a long time. The Procedure for Obtaining an EU Resident Card:

Consultation with an expert – analysis of your situation

Gather the necessary documents, including a completed application, photographs, copies of your passport, proof of income, health insurance, and language skills.

Submission of a set of documents to the relevant voivodeship office at the place of residence.

Waiting for a decision, which usually lasts up to 3 months. During this period, an additional interview may be scheduled or additional documents may be requested.

In case of a positive decision, you have to pay a fee for issuing the card and receiving the document.

Documents Required To Obtain an EU Resident Permit in Poland

  • Completed application for Zezwolenie na pobyt rezydenta długoterminowego UE (in Polish)
  • 4 current colored photos (3.5 x 4.5 cm, as for a passport)
  • Foreign passport + copies of all pages with marks
  • Proof of continuous legal residence in Poland for the last 5 years
    (e.g. valid residence card, użęd decision, passport stamps)
  • Proof of stable income:
    Certificates of employment (kontrakt o prabotke/lechenie)
    PIT-37/36 for the last years
    Certificate from ZUS on payment of contributions
  • Proof of health insurance (public or private)
  • Documents confirming the availability of housing (lease agreement or ownership document)
  • Certificate of knowledge of Polish language at least B1 level (issued by the state commission PKPZJP)

Additional (may be required):

  • Certificate from the bank on account balances (especially for entrepreneurs)
  • Birth / marriage certificates (with translation if necessary)
  • Power of attorney if the documents are submitted by a representative

What Is The Difference Between a EU Resident Card and a Permanent Residence Card?

An EU resident card and a permanent residence card are two different types of long-term residence permits in Poland. Both documents grant similar rights, including the possibility of permanent residence, work without a work permit, and access to social guarantees. However, there are important differences between them.

EU Long Term Resident Permit/Card

This is a permit issued by the legislation of the European Union. To obtain it, you need to have resided in Poland for at least 5 years continuously based on residence permits (e.g., a temporary residence card), have a stable income, confirmed health insurance, housing, and a Polish language level of at least B1. This type of card opens up more opportunities for moving to other EU countries.

Permanent Residence Card:

This document is issued by Polish national law. It can be obtained by persons of Polish origin, spouses of Polish citizens, persons with refugee status, or those who have been legally residing in Poland for at least 10 years. Income is not always required to obtain this card, but knowledge of the Polish language is also required.

What to Choose?

If you have been working in Poland for a long time, have a stable income and want to have the right to move to other EU countries, an EU resident card will be the best option. If you have Polish roots, family ties, or a long period of stay, a permanent residence card may be more suitable for you.
